Delivering the Scouting Promise
Program means FUN! Delivering a quality program is paramount to the success of Scouting as it relates to membership growth, funding and member experiences. When a kid joins Scouting, we make a promise; a promise they will have fun, go on adventures, be in the outdoors, learn new skills, and make friends. Scouting provides the laboratory, families provide inquisitiveness. Together, we provide experiences that change lives.
I firmly believe all youth must have mind blowing outdoor experiences. My belief in this was honed during my 12 years as a camp manager followed by positions of responsibility overseeing program implementation.

Here are some successes and examples of innovative and creative Scouting programs involving volunteer committees and staff working on camp attendance, volunteer training, youth development, asset management and other program impact needs.

Orange County Council

-
Created a "Unit Restart Guidebook" to help commissioners and staff assist units with program delivery during COVID-19.

-
Created a Program Delivery COVID matrix that assisted volunteers at unit, district and council in decision making to address programs during the pandemic.

-
Implemented a program called Cub County to introduce new Cub Scouts to outdoor programs.

-
Reintroduced University of Scouting back into the Council program for unit leaders to broaden their understanding of Scouting and learn best practices.

-
Provided leadership to the annual Scout-O-Rama event that draws over 7,000 participants from the community and Scouting.

-
Partnered with Family Scouting Director to design Scouting 101, a program to introduce Scouts BSA age girls to outdoor skills and Scout rank advancement. We also hosted our first all girl Camporee.

-
Developed new tools to improve relationships with districts and units. Our Unit Planning Worksheet has helped bridge resources for units with council and district personnel.

-
Partnered with Council Commissioner and Vice Chair of District Operations to create a Commissioner Unit Assistance Plan to bring resources to struggling units. Authored a Unit Coach training and developed an online tool called Pathways to Success to help commissioners with new units..

-
New marketing materials helped increase attendance at Day Camp and Summer Camp by 35% in 2018 and increased again in 2019.

-
Collaborative with our Council Outdoor Adventure team to create new partnerships with organizations outside of Scouting to deliver new and innovative programs at our properties. Over 50,000 non BSA members use our property annually for programs in outdoor and marine education, recreation and leadership development.
The Orange County Council has four camp properties that provide unique programs designed for all children in Orange County reaching beyond Scouting. Programs like STEM, trade skills, leadership development, and sustainability have helped grow attendance at our camps. Last year, over 50,000 young people participated in our programs. This is a description of our programs that may serve as ideas we can implement in the council.

Irvine Ranch Outdoor Education Center
Provides programs designed to meet State of California outdoor education curriculum requirements. In addition programs like Wonder Sprouts (introduction to sustainable gardening for ages 4-6 years old), STEM Adventure weeks, and Leadership Development classes offer exceptional learning opportunities for kids.

Property Management
Having state of the art camping and administrative facilities are paramount to delivering a quality program. Be effectively managing donor interests and capital fund stewardship, young people are given “mountain top” adventures, provided opportunities to grow, learn, lead, and create memories that last a lifetime. Camp legacies of future donors, adult leaders, work-party volunteers, and camp staff members are built from happy campers. Here are some examples of the projects I have worked with staff and volunteers on at the direction of the executive board.
Orange County Council

-
In October 2017, the $33 million Irvine Ranch Education Center suffered a damaging fire to program areas. As a result, an expansion plan has been created and funded to restore and enhance these areas. Hundreds of hours by staff and volunteers have been spent designing, fundraising, and developing the plan to rebuild.

-
Over $1,000,000 has been raised and spent to build the new Adventure Hill and Food Forest. The Hill includes the new Anaheim Ducks quad zip line, high COPE course and climbing tower. All elements are handicap accessible. The total project was managed with a google work sheet to keep volunteers, staff and contractors up to date on tasks and progress.

-
A partnership was formed with the Institute of Real Estate Management (IREM) to use donated services and supplies, and volunteer labor to fully renovate Oso Scout Lake Camp. A California native garden was installed, all building were painted, and a new fish shack, roadwork and signage was provided.

Southern Sierra Council
- Revitalized a struggling summer camp operation at Camp Kern. By completing a camp-wide beautification project (we removed eight 40-yard dumpsters of debris alone), adding a new water system, addressing years of deferred maintenance, hiring a new staff, and adding new programs like the Bryan Batey Sailing Academy and the Kaiser Wilderness Base, Camp Kern has become a premier camp destination. Increase camp attendance from 158 in 2009 to over 1200 in 2013.

-
Raised over $300,000 to remodel Scout Service Center.

Golden Empire Council

-
Oversaw the operation of five camp properties. Managed the redevelopment of camp properties by securing capital funding and developing a robust property committee.

-
Increase camp attendance and exceeded budget expectation each year.

-
Developed a new resident camp, Robert L. Cole. Assisted family with naming rights and funding camp improvements.
